Learn More about Canada’s new NOC system

Canada is implementing new changes to its NOC system, which is used mainly for Express Entry and PNPs, which will affect the eligibility of some occupations and the ineligibility of others.

National Occupational Classification, also known as NOC, is Canada’s national system for classifying occupations, and it describes the work performed by Canadians and the duties associated with those occupations.

Currently, Immigration, Refugees and Citizenship Canada (IRCC) uses NOC 2016 to rank the occupations based on which applicants will be qualified for temporary and permanent residency programs. However, effective November 2022, NOC 2021 will come into effect as per Canadian law.

The NOC system is managed by Employment and Social Development Canada (ESDC) and Statistics Canada. The new NOC system will introduce new terminology and classification. With NOC 2021, the previous skill-type jobs will be classified as Training, Education, Experience and Responsibilities (TEER). This classification will be as follows:

Consequently, there will be 16 new occupations that will become eligible under Express Entry:

● Payroll administrators;
● Dental assistants and dental laboratory assistants;
● Nurse aides, orderlies and patient service associates;
● Pharmacy technical assistants and pharmacy assistants;
● Elementary and secondary school teacher assistants;
● Sheriffs and bailiffs;
● Correctional service officers;
● By-law enforcement and other regulatory officers;
● Estheticians, electrologists and related occupations;
● Residential and commercial installers and servicers;
● Pest controllers and fumigators;
● Other repairers and servicers;
● Transport truck drivers;
● Bus drivers, subway operators and other transit operators;
● Heavy equipment operators; and
● Aircraft assemblers and aircraft assembly inspectors.

However, 3 occupations will become ineligible under Express Entry:

● other performers;
● program leaders and instructors in recreation, sport and fitness; and
● tailors, dressmakers, furriers and milliners.
NOC 2021 will use a hierarchical system to rank the occupations. In this section, we will demonstrate how each of these 6 categories will be classified.

● Management Occupations.
● Completion of a university degree or equivalent years of experience in a specific occupation from TEER 2 category (if applicable)
● Completion of a post-secondary education program of two to three years at community colleges, institute of technology; or completion of an apprenticeship training program of two to five         years; or occupations with supervisory or significant safety (police officers and firefighters) responsibilities; or several years of experience in a specific occupation from TEER 3 category.
● Completion of a post-secondary education program of less than two years at community colleges, institute of technology; or Apprenticeship training of less than 2 years; or more than six months of on-the-job training, training courses or specific work experience with some secondary school education; or several years of experience in a specific occupation program from TEER 4 category.
● Completion of secondary school or; several weeks of on-the-job training with some secondary education; or several years of experience in a specific occupation from the TEER 5 category.
● Short work demonstration and no formal education requirements.
Statistics Canada has two intentions for replacing the NOC skill type system with the TEER system. First, the TEER system will clarify the education level and work experience required for specific occupations. Second, with this new system, it would be easier to understand the skills required for each occupation.
